KG-climate agreement of September 25th 2009

In the UN MUNGA Climate Conference at "Københavns åbne Gymnasium" in Valby, Copenhagen the following countries and Alliances were present:

1. Bangladesh
2. Bolivia
3. United Kingdoom
4. U.S.A.
5. Denmark
6. China
7. Japan
8. Saudi Arabia
9. Brazil
10. Sweden
11. Russia
12. Tanzania
13. India
14. France
15. Tuvalu
16. Venezuela

Alliances

1. Poor G-77 countries: Bolivia, Tanzania, Tuvalu, Bangladesh
2. Bric (= rich G-77 countries): Brazil, India, China, Saudi Arabia, Venezuela
3. EU: Denmark, Sweden, UK, France
4. Three Major Players: USA, Japan, Rusland


The countries agreed on the following Climate Agreement:

1 Mitigation (CO2 allowances and CO2reductions)

EU: 25% reduction by 2020, with the base year 1990

3 Major Players (minus USA): 25 % by 2020 with the base year 1990

USA 8% by 2020 based on 1990

Bric countries: Average of 15 % less than today

This is provided there is financial support for technological transfer and adaptation2

G77: Poor countries. CDM mechanism changes so that they get exchanged with only 50% allowance. Countries with a GDP limit of 2000 US$ may rise only rise 100% by 2020 provided that they try to make 50 % of their energy from green energy.

2. Technology transfer

EU and Major Players: On a trial basis until 2020 there will be a green tax to UN from all companies based on their CO2 emission calculation.

Half of the finances from the Green Fund will be used for technology transfer from rich countries to poor countries. From the historic emitters and to the countries that already suffer from the consequences.

3. Adaptation

The other half of the Green fund will be used for adaptation to climate change:

All kinds of technical solutions: dams, storage of rain water, stronger buildings etc.

EU and Major Players: agree to pay minimum of 1,5 % of the GDP. 50 % goes to general aid, 50 % goes to climate adaptation aid.

Legislation on taking climate refugees:

By 2012 UN should have defined legislation for climate refugees.

Before 2012 all countries should declare how many climate refugees they are able to accept.

4. Deforestation and biofuel

With the purpose of reducing atmospheric CO2 all deforestation should be compensated for by plantations of the double quantities.

Only secondary products are allowed to be used for biofuel production.
